The notified Technical Regulation applies to the following flame-producing products: 1. Cigarette and cigar lighters; 2. Pipe lighters; 3. Utility lighters.The notified Technical Regulation does not apply to: Matches; Other flame-producing products that are not intended solely for lighting cigarettes, cigars or pipes or for use as utility lighters.
